County Board welcomes new members
There are lots of new faces the Iowa County board welcomed since the recent election.
The Tuesday meeting began with the administer of the oaths of office by the honorable circuit court judge Margaret M Koehler.
Three elections were held tonight; County Board Chair which was obtained by John Meyers, Iowa County Board Vice Chair by Ron Benish, and lastly, Iowa County Board Second Vice Chair by Curt Peterson. The board also voted to adopt the current Robert's Rules of order for Iowa County Government.
Under comments from the public, two employees from the highway office came to the board in an attempt to upgrade their wage grade from H to I. The highway office is already in the process of upgrading them from a level G to H, but the two employees didn't feel that this accurately represented the new roles that they had taken on since their office had gone from three staff members to two. The two employees urged the board to pass the wage as grade I, or to not allow the position to pass at all, so they could return to the jobs they were originally hired to do.
Three land use changes were approved.
1. 0418 rezoning request by Jon Halverson and June Harrop Estate in Arena has been approved, along with
2. 418 request by Andy and John Yager of Highland, and
3. 0418 request by Steve and Korena Esser of Linden.
In his report, country administrator Larry Bierke thanked the new supervisors for attending the new supervisor orientation. In addition to this, the board learned that they were not awarded the broadband grant with Iowa County partnering with Comelec of Dubuque that they had applied for. There will be another grant cycle in July that they can apply for, but at this time, they are unsure if they will apply again.
The board approved all of the following administrator's appointment: Arnie Christen to Airport Commision (2 year term), William Ladewig to the Ethics Committee (3 year term), Trish Rock, Cath Palzkill, and Kathleen Elliot to the ADRC Board (3 year term), William Carden to the Board of Adjustment (3 year term), William Ladewig to the Bloomfield Committee (2 year term), Mark Pinch to the Board of Adjustment as the 1st Alternate (3 year term), Terese Hess to the Regional ADRC Board (2 year term).
Under the Planning and Zoning Committee, resolutions 6-0418, 7-0418, and 8-0418, ordering the County Clerk to issue tax deeds on unredeemed certificates in the town of Arena and villages of Avoca and Highland all passed.
As for the Health and Human Services Committee, resolution No. 5-0418 regarding the Bloomfield staffing adjustment was passed. The committee was hoping, and succeeded, in gaining political support to lessen the staffing level.
Circling back the prior comments from the public, the item regarding the consideration of the recommendation from the General Government Committee to reclassify highway office positions of Business Manager and Accountant Specialist to Highway Accounting Specialist job description, as well as setting the compensation pay grid for the position at Grade H, was passed after much discussion from the board. There was a debate over a motion to amend the item, from a grade H to a grade I pay grid. This motion failed.
In the Executive Committee, the board passed resolution 9-0418 recommending 2017 budget amendments for various departments passed, along with resolutions 10-0418 and 11-0418 regarding the transfer of funds from the Iowa County General Fund to cover expenditures in the excess of budget, and the Transfer of funds from Iowa County Capital Projects Fund to cover expenditures for the court security renovation project for 2017.
The meeting concluded with the chair's report where he thanked all the members that ran for board and the new members for stepping up and taking the role and responsibility that the position entails. A reminder that Saturday, April 21 from 9 a.m.-12 noon is Iowa County Government Day.
